On March 12, 1952, the Supervisors of Hanover Township adopted a resolution, effective immediately, as follows:

"Resolved, that the Board of Road Supervisors of Hanover Township deem it necessary for the health, safety and general welfare of the citizens of said Township to regulate the storage of crude oil and/or any of its volatile products or other highly inflammable...
