The Louisiana Board of Alcoholic Beverage Control has appealed from a judgment of the Civil District Court of the Parish of Orleans under which it is ordered to issue to petitioner, Levet Clarence Morris, a liquor retailer's permit for the year 1951 to sell alcoholic beverages at retail on the premises known as the Cypress Room, located at 1132 South Carrollton Avenue, in New Orleans, and prohibiting the said Board, its officers, agents and employees...
