Plaintiff herein sought a declaratory judgment denying an asserted power of the immigration authorities to order detention by it and at its expense, at the termination of a voyage to foreign parts, of alien seamen hired in the United States and now claimed to be subject to inspection or deportation under 8 U.S.C.A. § 167(a).
