On the evening of July 5, 1948, Libellant Calvin A. Chimene, then about 20 years of age, and three of his friends — George Willis, George Krohm, and Edward W. Stuebing — about the same age, went fishing for flounders, called floundering, in Galveston Bay off the mouth of Clear Creek, in this District and Division. They went from Dolney's Place on Clear Creek to the floundering grounds in Galveston Bay in a 15-foot row boat or skiff...
