STONE, Justice.

Section 1, Article V, of the Colorado Constitution, relative to initiative and referendum, provides, inter alia, that "the people reserve to themselves the power to propose laws and amendments to the constitution and to enact or reject the same at the polls independent of the general assembly * * *. The first power hereby reserved by the people is the initiative, and at least eight per cent. of the legal voters...
