Petitioner, a real estate developer and builder, acquired title in 1951 to real estate situated in the Town of Islip, comprising approximately 850 lots as shown upon a map filed in the Suffolk County Clerk's office in the year 1872. Many of the lots abut on existing highways, but many others are located some distance back from those highways, along "paper streets" — streets designated on the map...
