1. This claim has been pending since May 11, 1950, the date on which this claimant applied to the State Board of Workmen's Compensation for compensation based on a change in condition since the accident of January 28, 1949.

The limitation provided in Code § 114-305, that "The right to compensation under this title shall be forever barred unless a claim is filed . . within one year after the accident," has no application to a claim or proceeding...
