This is an appeal from the refusal of the Pennsylvania Liquor Control Board to grant a new restaurant liquor license to Frank J. Alessi for premises 2335 Marshall Road, Upper Darby, Pa.

Testimony was taken before Sweney, J., on July 23, 1952, and argued before the full court en banc on September 23, 1952.
