On October 17, 1951, at which time the Louisiana Senate was at recess, the then Governor of the State, Honorable Earl K. Long, appointed William P. Hickey as Assessor of the Third Municipal District, Parish of Orleans, to fill the vacancy in that office caused by the death of the incumbent. The appointment was made under the provisions of Art. 5, Sec. 12 of the Constitution of 1921. Hickey qualified for the office and was discharging his duties...
