Determination annulled, without costs but without granting the relief demanded in the petition, and proceeding remitted to the Commissioner of Motor Vehicles for further consideration with the right to either party to offer any additional evidence and with instructions to the commissioner to make findings of fact in support of whatever determination he may reach upon the evidence.
