This controversy involves a proposal to construct a municipal auditorium in the City of Albuquerque.

In April, 1946, appellees submitted to the qualified electors of the city the proposition whether the municipality should issue its general obligation bonds in amount of $500,000 for the acquisition of a site for a civic auditorium, including cost of construction, equipment, etc. The proposition was duly adopted, whereupon negotiable bonds...
