Order annulled on the law, without costs, and matter remitted to the State Liquor Authority for rehearing and the taking of further evidence and testimony, and for determination in accordance with the foregoing, and for such consideration of the application for a renewal of the license as the State Liquor Authority may determine. Insofar as the petition seeks a direction to respondents to issue a renewal of the license, it is dismissed.
