During the year 1946 complainant was engaged in the business of livestock slaughtering and, as such, was generally eligible to participate in the slaughter subsidy program which had been instituted as an integral part of the stabilization program created by the Emergency Price Control Act of 1942, as amended, 50 U.S.C.A.Appendix, § 901 et seq.
