This is an action for damages for deprivation of rights, privileges, and immunities, secured by the Constitution and laws of the United States, which action is given to the party injured by Section 43, Title 8, of the United States Code Annotated. On motion of the defendants to dismiss the complaint, because it wholly failed to state a cause of action, the court below held that the motion was well taken, and dismissed the suit at plaintiffs...
