This is an appeal from a judgment of the district court for Lancaster County affirming an order of the Director of Banking denying a small loan license to Motors Acceptance Corporation. We shall consider the appeal on the record to determine if the administrative order in question is unreasonable and arbitrary.

The evidence shows that Motors Acceptance Corporation applied for a license to operate a small loan business at 2563 Farnam Street...
