This cause came to this court on appeal on questions of law by defendant-appellant, Patton, from a judgment of the Common Pleas Court granting a permanent injunction to plaintiff Kluth in accordance with the prayer of his petition. Defendants are the director of public safety of Rocky River, the members of the civil service commission of that city, and the intervening defendant, Martin F. Patton.
