This action was filed in the Circuit Court of Norfolk county against the City of Portsmouth by Vernon M. Culpepper, who claimed that the city had flooded his lands and damaged or destroyed the crops on his truck farm. The damage is alleged to have occurred in the spring or early summer of 1948. A verdict for Culpepper in the sum of $7,500 resulted, and from the judgment entered on this verdict, on May 6, 1950, the city was granted a writ of error...
