This suit was brought by respondents against the petitioners for mandatory relief to compel the City of Fort Worth to adopt and put into effect the provisions of Article 6243i, H.B. 391, Vernon's Annotated Civil Statutes, passed by the Fifty-first Legislature in 1949, and to compel the Board of Trustees of The Employees' Retirement Fund of the City of Fort Worth, which was established by the City in 1945...
