This is a suit brought by the City of New Orleans, through its mayor and commission council, against all of the State representatives and senators in the Louisiana Legislature elected from the various wards and senatorial districts in the City of New Orleans, and the Superintendent of Police of the City of New Orleans. Plaintiff seeks a declaratory judgment declaring and decreeing that Act No. 94 of 1950, LSA-RS 15:574.15, 15:574.16, is unconstitutional...
