This is a suit in equity under G.L. (Ter. Ed.) c. 231A, inserted by St. 1945, c. 582, § 1, for a declaratory decree and consequential relief, where an actual controversy has arisen between the parties as to the rights of the plaintiff under a written contract dated February 21, 1949, between him and the defendant, hereinafter called the authority. By the terms of this contract the authority agreed to employ the plaintiff as its executive director...
