OPINION BY ARNOLD, J., July 19, 1951:

This case involves the intrastate rates of the Bell Telephone Company of Pennsylvania (hereinafter called Bell) as fixed by the Public Utility Commission. The tariffs originally filed were suspended by the Commission, and after extended hearings the Commission rendered its report and opinion on October 17, 1949.
