The ordinance to be reviewed is entitled "An Ordinance Providing for the Regulation and Control of Vehicular Traffic on Certain Streets in the Township of Raritan, County of Middlesex, New Jersey, and Providing Penalties for the Violation thereof," which reads as follows:
