This appeal is from a judgment of the Circuit Court of Mobile County setting aside, annulling and holding for naught, an order of the Personnel Board for Mobile County denying the petition of the Tax Collector of Mobile County for reclassification of the position of a principal clerk in the Tax Collector's office to the position of chief clerk.
