This is an original proceeding in mandamus to compel the respondents to sign certain bonds of their respective districts.

Each of the petitioners is a county sanitation district organized and existing under the provisions of the "County Sanitation District Act," sections 4700 to 4856 of the Health and Safety Code, which will be referred to as the act.
