The facts may be stated shortly. There will be a primary election in Hudson County on April 17 for nomination for members of the Legislature and for county offices. Voting machines will be used. On Thursday, March 15, the county clerk announced that he would not draw lots for the positions of parties or candidates on the ballot and stated that he was advised that he had authority to decide himself on the positions.
