This is a proceeding brought on by petition and affidavits and order to show cause, to vacate the determination of the New York State Liquor Authority which denied petitioner's application for a vendor's beer license. Eight days after service by mail of an amended petition, and two days before the date fixed for the hearing thereon, the respondents mailed a notice to petitioner's attorneys of intention
