This suit challenges the action of the Zoning Commission of the District of Columbia in refusing to change the classification of appellants' property from "residential" to "commercial."

The property in question is located at the intersection of Connecticut and Florida Avenues, on the northwest corner.1 The buildings were erected prior to the enactment of the first Zoning Act,2
