This is a proceeding to exempt the relator's property from New York City real estate taxes upon the ground that it qualifies for such exemption under section 3 and subdivision 6 (formerly subd. 7) of section 4 of the Tax Law (derived from L. 1896, ch. 908, §§ 3, 4) the pertinent provisions of which are as follows:
