The appellant, Michael Rich, sued the respondent, the United States of America, to recover damages for its alleged negligence in causing injuries to the appellant while he was descending from the deck of the S. S. William Crompton, a vessel owned by the United States. The United States impleaded the appellant's employer, Pyrate Tank Cleaners, Inc., as a party against whom the United States had a claim over should it be found liable...
