These actions by Arthus Angelle, Jr., Cyprien Roy and the Hartford Fire Insurance Company (as subrogee of Texas and New Orleans Railroad Company) were instituted against the State of Louisiana for the recovery of value of property destroyed in a fire which resulted from certain spraying operations conducted by agents of the Department of Agriculture. The suits have been before this Court previously, having been instituted without Legislative authorization...
