The plaintiff brought this mandamus proceeding in the District Court of LaMoure County to compel the city council of the City of LaMoure to grant his application for a license for on and off sale of beer and hard liquor within said city. After full hearing the trial court denied the application for a writ of mandamus and ordered dismissal of the proceedings.
