This claim is to recover damages for the appropriation by the State of New York of certain property in accordance with the provisions of sections 1-10 inclusive, of chapter 862 of the Laws of 1936 as amended. Claimant's property, located on Noyes Island in the city of Binghamton, fronted on Water Street on the east and was bounded by the Chenango River on the west.
