This action arose in the Dubuque county juvenile court on the petition of Hillcrest Baby Fold, which is a duly authorized child placing agency in Dubuque, against Herbert G. and Mary Joyce Kelly, husband and wife, with whom the agency had placed a child on probation on February 18, 1948.
