LAWSON, Justice.

This is a declaratory judgment proceeding instituted for the purpose of securing a judicial declaration as to whether or not Senate Bill 172 of the 1949 Regular Session of the Legislature of this state became a law.

In this proceeding, it is not questioned that the said Senate Bill 172 was duly passed in a constitutional manner by both the Senate and the House of Representatives of this state and was thereafter signed by the presiding officer...
