This appeal involves the right of Max H. Young and wife to adopt one James Patrick Smith, a child of tender years. The petitioners brought suit in the county court of Blount County against the father and mother of said child, also the State Department of Public Welfare, alleging that they were awarded the exclusive care and custody of the said child by decree of the Domestic Relations Court of Knox County and prayed that a judgment of adoption...
