On June 2, 1948, in the Chancery Court of Hamilton County, the State Board of Architectural and Engineering Examiners, which we shall refer to hereinafter as the Board, filed its original bill against the defendant, Roy E. Blalock, to enjoin him from practicing engineering on the ground that defendant had no license as required by §§ 7098-7112 of the Code of Tennessee.
