This is an action brought under the Emergency Price Control Act of 1942, as amended,1 the Housing and Rent Act of 1947, as amended,2 and Regulations issued thereunder. It is brought by the Housing Expediter against a landlord for rent overcharges, and is now before me on the Housing Expediter's motion for summary judgment on that portion of the complaint requiring restitution to the tenants...
