The petition for writ of habeas corpus filed by Vincent Cochrane, a military prisoner, contains approximately twenty-two paragraphs of alleged error in his court-martial proceeding. The entire problem, however, revolves about his allegation that at the time of the commission of the offense he was insane and that the "Court Martial Board" failed to refer the question to a "Medical Board."
