This is an appeal from the judgment of the United States District Court for the District of Columbia dismissing a complaint which was filed by virtue of Section 503 of the Nationality Act of 1940, 54 Stat. 1171, 8 U.S.C.A. § 903, in which the appellant asked for a declaratory judgment of citizenship.
