This is a prosecution for the alleged violation of rules of the state board of health with reference to slaughterhouses. The trial court sustained the defendant's motion to quash what is referred to in the argument as the complaint. The state has appealed.

The rules of the state board of health were made pursuant to G.S. 1947 Supp. 65-6a01 to 65-6a11, inclusive...
