TOMLINSON, Justice.

Because of the very serious economic depression existing in 1932 and continuing for several years the City of Chattanooga was unable to collect enough taxes to meet its budget appropriations. So it became necessary to reduce the salaries of all of its officials and employees. This was done by formal action as to all employees and officials except those in the police and fire departments. The City had no authority to reduce their compensation below...
