This case comes before us on appeal from the Board of Adjustment of the City of Pittsburgh. The board issued an occupancy permit to the Third Order of St. Francis of St. Augustine Province of the Capuchin Order permitting the order to use a three-story stone building situated in the rear of its property "as sleeping quarters for retreatants during the conduct of closed spiritual retreats...
