Volusia County filed its bill for declaratory decree against the Board of Public Instruction, the Tax Assessor and the Tax Collector of said County. The bill prayed for an interpretation of Chapter 20891, Acts of 1941, Section 145.07, F.S.A. with reference to the division of excess fees and the portion of such fees that the Tax Collector and Tax Assessor were required to pay the Board of Public Instruction.
