The plaintiffs, eighty-seven in number, residents of an area designated the "Cottonwood District" in Salt Lake County, commenced this suit to enjoin Salt Lake County and the Salt Lake County Commissioners, from constructing and operating in that area, a hot asphalt plant and operations for extracting and processing gravel, including a rock crusher; both proposed operations being in connection with the repair and maintenance of county roads.
