(After stating the foregoing facts): 1. (a) The cause of action is based upon an amendment to the charter of the City Council of Augusta (Ga. L. 1937-38 pp. 938-943), known as the Augusta Officers' and Employees' Tenure Act, under the terms of which, as amended, the office of city attorney is included. The act provides that permanent employees shall be removed or discharged for specified reasons only, including discourteous treatment to the public, violations...
