Order annulling determination of the temporary city housing rent commission, denying applications for two certificates of eviction, and ordering the issuance of such certificates, reversed on the law and the facts, without costs, and the petition dismissed, without costs.

The commission found that the applicant's showing did not establish a compelling necessity. Upon the record presented, we find no basis for holding that the action of the commission was arbitrary...
