This case is again before us upon remand from the Supreme Court which upon certiorari vacated our prior judgment and remanded the case to us for consideration of the effect of Section 209 of the Housing and Rent Act of 1947 as amended by Section 206 of the Housing and Rent Act of 19491 and the regulations of the Housing Expediter issued pursuant thereto.
