The question presented in this reservation is whether a member of the public utilities commission appointed by the governor to fill a vacancy "until the rising of the next session of the general assembly" continues to hold office de jure after that time, where the Assembly failed to appoint anyone to fill the unexpired portion of the term, or is thereafter merely a de facto officer whom the governor can replace by another vacancy appointment.
