The plaintiff, on behalf of herself and twenty-three others similarly situated, has brought mandamus to require the defendants, the state teachers' retirement board, to transfer them to the state teachers' retirement association under the terms of 25 Special Laws 538, No. 340 (1947). The facts are not in dispute.

The plaintiffs entered the service of the state between 1911 and 1939 as training teachers...
