The plaintiff, in his complaint, alleges that he was born on September 21, 1912, at Youngstown, Ohio, and now maintains a residence in the Eastern District of New York; that on May 13, 1946, he applied for a passport; that his application was denied by the Department of State on the ground that he had lost his American citizenship; that he has neither renounced his American citizenship, nor done anything since his birth...
